It's true that everyone easily conclude that 'Oh, it's about Sasaeng fans'. But in fact, Heechul himself even know well than all of you, that they aren't actually Sasaeng fans, as he said that they are foreign fans "who don’t know any better" and they are also "victims" of this situation, as well as Heechul himself.
So..Heechul didn't even directly condemn them as Sasaeng fans, and I hope that everyone will stop blaming them soon. Losing a chance to meet him and seeing such tweet from Heechul, are already hurt enough for them, especially when they didn't intend to do that.

But the point is when the artists go to foreign countries, it's their worktime's a rare occasion for foreign fans to meet them.
While in Korea, it should be their private time. That is the reason why waiting them in the hotel lobby is different from waiting in front of their dorms in Korea, why following them in foreign-country travel spots is different from following them in Seoul's shopping places.
Unlike many Korean people and foreign fans, it seems that Heechul understands this point so well, and he didn't directly blame foreign fans who unrealizingly acted as Sasaeng fans, but he blame the Korean taxi drivers instead because they should understand everything better.
In fact, there are always fans who take the taxi to follow Heechul or wait in front of his dorm, and the number of fans who do that tend to increase significantly during the special occasions such as his birthday, SJ concert, or on the day he went to army.
Honestly, because there are so many people do that during such occasions, even I also feel that 'Huh..??? they did...??? it maybe ok because today is bla bla bla..???' But it turned out that Heechul didn't agree with us.
It isn't the first time that Heechul said he doesn't want fans to gather around his dorm (he even said in an interview since 4jib days), and he isn't the first artist speak out that he doesn't want fans to follow him by taxi (if you can remember that what his Chocoball fellow like Jang Geunseok tweeted.)
He's during his military service, so.. he isn't a public person for the whole two years. Different from his artist's days, he doesn't have manager hyung being with him or driving for him. So he needs to take care himself during this period. It's much be harder for him to manage the fans following him just by himself.
Technically, it means that everyone who try to follow him during this two year period should be called a Sasaeng fan. But Heechul hadn't complained about it until he posted that tweet and he even left some chances for fan to meet him, directly via KStory and SungdongGu activities, and undirectly via social networks.
Comparing to another artist who serves the military service as a full-time soldier, Heechul's fans are lucky that we still have such chances. It's better to think that all we get previously is just a special bonus from Heechul, who should be absolutely hiatus for the whole two years.
It wasn't like 'Dear all of my fans, please leave me alone and stop trying to approach me by any mean', but he just asked us to stay away from his private places like dorm and office and stop using Sasaeng taxi service. Just wait until he's back to the artist life, and you can meet him during his worktime 'as an artist' again.
During his military service or not, his dorm and his nightlife are morally prohibitted from the start. Especially for Heechul who had the bad car accident from Sasaeng fans following him on the road. It can't help that he feels bad when there are fans chasing him on the road.
The office he went to work is also different from TV or Radio station and also from SM building. It looks not 'proper' for a Korean guy who is serving military duty to have fans gathering around to meet him even at the office place. Even the ones who do that are his fans, not Heechul himself, you know that all blames would go to him, not the fans.
I hope that everyone will understand Heechul's situation. Especially for foreign fans who may say that they spent a lot of money to fly to Korea just to see him. But it isn't like that it's his responsibility to meet them. Especially, when you try to meet him in an improper way, like taxi chasing or waiting at dorm. I believe that he just tried to warn everyone in a decent manner as much as possible, and he didn't want to harshly blame the fans who he believed that they didn't know much about what they were doing.
Personally, I don't think that he'll close his Twitter until he finishes his military service. It sounds like he doesn't have an obvious reason to close his Twitter beside he was in a bad mood after this issue. (In fact, having active Twitter account should relief the situation because he can communicate with fans and tell them what to do or not to do.) I believe that he may be back again when he feels better :).
I don't hope too much that everyone will feel better just after read what I wrote out. I just hope that my words may make you stop being sad, angry, disappointed, or whatever kind of bad feeling just for a while... and try to understand everyone in this situation.
